Ministry of Digital Development, Communications and Mass Media of the Russian Federation
Konstantin Noskov graduated from Moscow State Academy of Instrument Engineering and Computer Science, where he received a degree in automated information processing and control systems. Later he finished Higher School of Economics State University and became a magister in strategic management.
In 2000–2001 Konstantin was economy analyst with Big Money TV program on NTV Channel.
In 2001–2008 he successively held the following positions in the Russian Ministry of Trade and Economic Development:
- In 2001 – 2004: Chief Expert, Deputy Head of Division, Head of Division of Programs for Economy Development and Cooperation with International Financial organizations;
- 2004 – 2008: Deputy Director of Department for Social and Economic Reforms, Deputy Director of Department for Budget Allocations upon Results and Consolidated Financial Balance Plan.
From 2008 until 2011 Konstanin’s career continued in the Russian Government:
- In 2008 he was Deputy Director of Public Administration, Regional Development and Local Self-Government;
- In 2009 – 2011 he was Director of IT and Communications.
On 18 May 2018 Konstantin Noskov was appointed Minister of Digital Development, Communications and Mass Media of the Russian Federation.
Currently he is a member of governing bodies of the following organizations: Chairman of the Supervisory Board of PJSC Post Bank, member of the Supervisory Board of Autonomous Non-profit organisation Digital Economy, State Corporation Roscosmos, Autonomous Non-profit organisation Analytical Center for the Government of the Russian Federation, member of the Board of Directors of JSC ITMO Highpark.
Member of Rostelecom’s Board of Directors since 2018.
