Digital infrastructure for National Census 2021

Moscow, Russia – January 18, 2021 – Rostelecom PJSC (MOEX - RTS: RTKM, RTKMP; OTCQX: ROSYY), Russia’s national telecommunications operator, today announces that it has rolled out a comprehensive cross-country infrastructure for the 2021 National Census.

The project included delivery of software and hardware to regional census offices, modernization, and production capacity increase of the Automated Census System which will be deployed for data accumulation, processing and analysis. The first ever Russian mobile operational system Aurora rolled out by Rostelecom subsidiary Open Mobile Platform has been installed on tablets for field staff. The system will be compliant with all national regulatory requirements while Rostelecom’s proprietary digital census solution which will run through the Company’s network, will guarantee the highest data control oversight and information security.

In order to optimize the field force for collecting information as well as improve the accuracy and currency of census data, 360k domestically produced full HD-display tablets will be equipped with GPS mapping applications. The reliable operation on a full charge for few days will allow for utilizing real-time operations monitoring during the enumeration process. Later, they will be repurposed for projects within the national Digital Economy government programme.

Rostelecom together with its subsidiary Tele2 will be delivering mobile data services to enumerators, as well as technical support of all digital infrastructure, including contact centers services, during the census.

In 2019-2020, Rostelecom and the Federal State Statistics Service were developing and integrating the Automated Census System which will allow for fully digitized data collection process and administration. This system will also provide real life interactive reports to keep wider audiences informed of the data collection status. This will also keep the Federal State Statistics Service and regional coordinators/supervisors and headquarters informed about problematic areas to ensure streamlined operations.
