Rostelecom introduced beta-version of the Unified Biometric System

Moscow, Russia – February 19, 2018 Rostelecom PJSC (“the Company”) (MOEX: RTKM, RTKMP; OTCQX: ROSYY), Russia’s national telecommunications operator, today announces that it has introduced the beta version of the Unified Biometric System, a digital platform developed by Rostelecom at the request of the Ministry of Communications and Mass Communications and the Central Bank of Russia. The first release version has all key elements to deliver basic human identification functionality and is ready for integration with banks information systems. The Unified Biometric System combines voice and photo identification of an individual, which allows to significantly increase the recognition accuracy.

The digital platform is located in Rostelecoms cloud-protected infrastructure which grants access to banks through special channels of the Interagency Electronic Interaction System (SMEV). User data will be transmitted to the Unified Biometric System via communication channels protected with crypto algorithms, created by Russian developers. Rostelecom is currently working on a mobile application with a special built-in cryptographic solution for information security.

To date, more than 20 Russian banks have started to test the System. The Central Bank of Russia will form a full list of Russian banks to use the System once launched in the middle of 2018.

In the future, the Unified Biometric System can be used in various sectors, including financial sector, health care, education, retail, e-commerce, which will significantly improve the life quality of residents of remote regions and megacities.

Rostelecom started to elaborate the Unified Biometric System only six months ago, once the regulatory restrictions for biometrics development in Russia were overcome. Alongside the adoption of amendments to the national legislation, Rostelecom was assessing the most efficient software solutions, hardware suppliers and was discussing with banks the System testing and usage of personal biometric data. This resulted in the creation of the first operational version of the system which is expected to enter commercial operation in July 2018.

RT Labs is Rostelecoms subsidiary, in charge of IT solutions for biometric data collection, processing, storage for the Unified Biometric System and its integration with the E-Government.

With the operations through digital channels currently accounting for up to 40% of VTBs sales, the adoption of the Unified Biometric System fully corresponds to the global digitalisation trend. Not only will it open up new opportunities for customer services improvement, but will also provide for a remote access to most of the banking products. Deposits, savings accounts, loans, bank cards, payments and transfers will soon be available without visiting the office.
