Rostelecom created Geodata Information System (GIS) for the Arkhangelsk region
Moscow, Russia – January 23, 2018 – Rostelecom PJSC (“the Company”) (MOEX: RTKM, RTKMP; OTCQX: ROSYY), Russia’s national telecommunications operator, today announces that in January 2018 it has launched its proprietary “Geodata Information System” (GIS) called “Zemlya” (the Earth) for Russia’s Arkhangelsk Region, in line with the State contract with Arkhangelsk Region Government.
The city of Arkhangelsk and the Primorsky District were chosen as areas for the pilot launch of the new information system.
The GIS software was developed by Rostelecom to provide geographical analysis to support the operation of the Arkhangelsk Region Administration’s departments and offices, state bodies at federal and municipal levels of the Arkhangelsk Region. The software was also tailored to integrate all information systems in the region into a unified information infrastructure in order to ensure efficient and complete cooperation on the interdepartmental and hierarchical levels.
The new system streamlines the decision-making processes to address issues related to land and property relations, territorial planning and the region’s investment prospects improvement.
GIS “Zemlya” is based on Rostelecom’s proprietary solution – the integrated geographic information system RusGIS, which is listed in the Russian Software Register.
“Rostelecom launched a similar geographic information system in Nenets Autonomous Region two years ago, and since then the system has demonstrated high efficiency in simplifying the information exchange among government bodies, citizens and organisations. GIS “Zemlya” is the second project to be implemented in our region in the framework of the Order of the President of the Russian Federation of May 18, 2017, No 163-rp, on a transition to utilisation of Russian geodata technologies. 64,000 entities of the Arkhangelsk region have already been registered in the system. The access to big data is available for employees of various state bodies thanks to a “one stop shop” concept”.
RusGIS is a complex proprietary infrastructure solution of Rostelecom. This application, based on freeware and Russian solutions, allows for an efficient managerial decision making process of any agenda, scale and level, from municipal and regional bodies to federal executive authorities.
